One Washington Street resident has hopes of possibly building a photography school, while another is hoping for a change in zoning that would allow him to market his property to businesses — though both projects are in the very early stages.
John Black, a professional photographer living in Pembroke, appeared before the Planning Board on Monday for an informal discussion about his idea to eventually build a photography school that would attract students from across the country. For now, Black said he would like to do minor construction on his property to offer out-of-state students a place to stay while taking classes from him. Black said he owns about an acre of land on Washington Street near the intersection with Route 14 and that the area was zoned residential/commercial. Planning Board members said Black’s current plan did not appear to mean a change of use for the property and advised him to return with a more formal design at a later date. The board also had an informal meeting with Bob DeMarzo and property owner Michael Allocca about a possible zoning change to an area of Route 53 near Old Washington Street. DeMarzo said Allocca owned a 4.6-acre residential property on Washington Street as well as a 28-acre parcel behind it and was looking at possibly developing the back land when the economy improves. DeMarzo showed the board two possible plans, prepared more than a year ago, that showed what the site would look like with houses or with a cluster of businesses, saying Allocca was leaning toward a business development. Planning Board chairman Paul Whitman said the board had to be careful not to “spot zone†— change zoning designations to match a specific project — but that the board could look at the area as part of a larger discussion on zoning changes at a future meeting. In other business Monday, the Planning Board heard from a representative of The Winery project, a renovation project still needing board approval, and considered details on street drainage materials being installed at the Deerfield Farm project. The developer is hoping to have the streets up for acceptance at the fall Town Meeting. |
